LANETTE GRATE, pursuant to 28 USC § 1746, declares under penalty of perjury that the following is true and correct, excepting those matters stated to be on information or belief, and as to those matters I declare that same are true and correct to the best of my knowledge, information and belief:
1. I am the parent of one child who attends Excel Academy, who is ten years old in the 5th grade.
2. Contained in Excels Rationale Statement for Moral and Ethical Education, distributed at a PTO meeting in about September or October of 1998 was the statement: Without an integration of moral absolutes (based on the authority of a higher being), we will be willing partners in the propagation of our societys current value system and lack of moral ethics.
3. I understood that this was the Rationale Statement for Morals and Ethical Education that was in effect for Excel for the 1998-9 school year. I understood that this Statement provided the foundation for the Moral Focus Curriculum to be used in the school.
4. In part, I gathered this understanding also from an email message from Bill Knoester, Excel Principal, a copy of which is attached, to my Husband Marshall Grate, my husband. Mr. Knoester states in part that: Excel doesnt have a formal published moral focus curriculum. However, I can share with you a character education framework which we have been working on for the past four years, a part of which was distributed at our October PTO meeting.
